REPORTS TO: Utility Engineer FLSA STATUS: Exempt – Professional CLASSIFICATION: Personnel System PAY GRADE: 19 SAFETY SENSITIVE: No Purpose of Job Job Related Requirements Schedule: M-F, 8 AM – 5 PM. Work outside of normal business hours may occasionally be required. May be required to work on religious holidays. Regular and predictable attendance is required. Must work cooperatively with others. When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC’s safe driving policy. |

Minimum Training and Experience Required to Perform Essential Job Functions
Bachelor’s Degree required in Engineering, Cartography, or Computer Science, with two years of experience involving cartography and computer operations required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess a valid driver’s license. |

ESSENTIAL DUTIES, RESPONSIBILITIES: | |
Essential Duties and Responsibilities
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Inputs new data into geographical information system using computer-aided design operations and data exchange programs. Creates and attaches attributes to new and existing map entities. Maintains and edits attribute database. Edits existing map data for greater accuracy. Queries specific views of geographic information system, utilizing SQL language. Runs hydraulic modeling software for system status/information. Researches, evaluates, recommends, installs and configures new/upgraded software. Writes macro programs for more efficient operations. Designs site and grading plans for department projects. Designs sanitary sewer system extensions. Performs basic maintenance functions on computer hardware and software programs. Receives and/or prepares reports, correspondence, forms, drawings, graphs and other documentation; reviews, processes, and/or forwards as appropriate; maintains records; performs other clerical duties. Provides information, advice and guidance as requested; takes and relays messages and/or directs calls to appropriate personnel; returns calls as necessary. Responds to routine requests for information from officials, employees, members of the staff, the public or other individuals. Performs other related duties as required. Knowledge, Skills and Abilities Knowledge of the policies, procedures, and activities of the Public Utilities Department as they pertain to the performance of duties relating to the position of GIS Analyst. Knowledge of the terminology used within the department. Knowledge of surveying methods and practices, civil engineering and construction practices and procedures, cartographic principles, Athens-Clarke County policies and procedures, and other procedures and methods as required in the performance of duties. Ability to compile, organize, prepare and maintain an assortment of records, reports and information in an effective manner and according to departmental and/or governmental regulations. Skill in drafting and design, and in reading and interpreting engineering drawings and specifications. Skill in record-keeping, oral and written communication, and in mathematics. Skill in operating geographic information system and computer-aided design software, and in utilizing various word processing, database, record keeping, and/or other software programs relevant to the position. Ability to communicate effectively with supervisors and other staff members. Ability to use independent judgment in routine and non-routine situations. Ability to handle the required mathematical calculations. Ability to utilize and understand computer applications and techniques as necessary in the completion of job tasks. Ability to plan, organize and/or prioritize assignments and work activities. Ability to comprehend and apply regulations and procedures of the department. Ability to operate various equipment and machinery including a computer, plotter, scanner, digitizer, drafting instruments, calculator, and telephone.
