CLASSIFICATION SPECIFICATION
CLASSIFICATION TITLE: GEOGRAPHIC INFORMATION SYSTEMS (GIS) SPECIALIST

PURPOSE OF CLASSIFICATION
The purpose of this classification is to use GIS and GPS Technologies to assist in the continued development and
maintenance of the County’s GIS Mapping program. This position reports to the GIS Administrator.

ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive.
Other duties may be required and assigned.
Develops framework of information elements to be collected using GPS and provides care and maintenance of the
GPS equipment.
Collects GPS location and attribute data for all features throughout the county as required for the development of the
county’s GIS database.
Performs quality control for GIS, including converting files, importing and analyzing data, and reviewing processes.
Interprets and assesses spatial information for accuracy and completeness.
Creates, designs, and modifies customized maps for County personnel and the public. Collects, organizes and
categorizes GIS data; creates data layers.
Provides training, education, and assistance to staff members concerning GIS technology and software use.
Serves as liaison for the Information Technology Department to other departments and local governments with GIS
projects and services; provides assistance to community groups and organizations in utilizing county GIS and
technology services.
Maintains countywide cadastral data layer from parcel updates including but not limited to splits and merges.
Assists the GIS Administrator in the development and maintenance of the county’s GIS database.
Interfaces and coordinates with the GIS Administrator to ensure continuity with county GIS/GPS practices.
Provides customer service to the public and conducts research.
Adheres to established safety procedures and county Safety Policies and Procedures to ensure safety of employees
and other individuals.

Perform other related duties and technical support as assigned.

MINIMUM QUALIFICATIONS
Bachelor’s degree in Surveying, Engineering, Geography or closely related field with four (2) year of experience
with GPS/GIS systems; or any equivalent combination of education, training and experience which provides the
requisite knowledge, skills and abilities for this job. Must have experience with ArcGIS. Surveying experience
would be beneficial. Must possess and maintain a valid Georgia Driver’s License.

PERFORMANCE APTITUDES
Data Utilization: Requires the ability to operate GPS equipment effectively in the field. Requires the ability to use
GIS software and computers to collect, organize and present data for use by others. Must be knowledgeable and
proficient with computers to utilize GIS software and various and/or other software programs relevant to the
position including, but not limited to, various spreadsheet and word processing software.
Human Interaction: Requires the ability to function in a major organization requiring internal and external
interaction. Must be able to effectively communicate in both written and verbal form as well as develop
relationships with other County, general public and external agencies.
Equipment, Machinery, Tools, and Material Utilization: Requires the skills in the use a variety of machinery and
equipment including, computers and associated software, copiers, other office equipment and two-way radios.
Requires the use of GPS field equipment and survey field equipment.
Verbal Aptitude: Requires the ability to communicate clearly and effectively, both orally and in writing.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to
calculate decimals, percentages; ability to calculate using trigonometry; may include ability to perform mathematical
operations with fractions; may include the ability to calculate surfaces, volumes, weights and measures.
Functional Reasoning: Requires the ability to read of variety of reports, maps, informational documentation,
directions, instructions, methods and procedures.
Situational Reasoning: Requires the ability to use independent judgment and discretion in determining and
deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.

ADA COMPLIANCE
Physical Ability: Must be physically able to operate a variety of machinery and equipment including general office
and field equipment. Must be able to use body members to work, move or carry objects or materials. Must be able
to exert up to seventy-five pounds of force occasionally. Physical demand requirements are at levels of those for
moderate to heavy work. Must be able to lift and/or carry weights of fifty pounds. Tasks may involve extended
periods of time at a keyboard or workstation.
Sensory Requirements: Requires the ability to compare and or judge the readily observable functional, structural,
or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.
Requires the ability of speaking and/or signaling people to convey or exchange information.
Environmental Factors: Must be physically able to work indoors in an office environment as well as work
outdoors in various weather and environmental conditions including inclement weather conditions with exposure to
adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and
noise extremes, machinery, or traffic hazards.
