General Description and Classification Standards
Develops, implements and manages geographic information systems for an assigned department or for a centralized IT function. This is an experienced managerial level charged with responsibility for one or more activities within a department. Position manages a group of employees, typically with intermediate supervisors, or a smaller group of specialized professional employees. Areas of responsibility are typically unique within the department.
Supervision Received
Normally receives guidance regarding overall mission, short-term and mid-term objectives, scheduling, unusual priorities, etc. but is free to set work methods, timetables, performance standards, etc.

- Provides management direction to the GIS function including the development and implementation of the GIS program for assigned department.
- Establishes operating and project priorities and allocation of GIS resources for the organization; balances ongoing responsibilities and special projects as assigned.
- Coordinates and facilitates activities and commitments with other departments and/or functions.
- Develops and tracks project schedules.
- Prepares and monitors departmental budget.
- Selects, trains, coaches, recommends salary increases, administers corrective action and reviews performance of department employees.
- Maintains knowledge of current technological developments in GIS and assures that staff skills are updated and enhanced as needed.
Decision Making
Establishes team organization and processes within policy limitations. Selects technical methods.
Leadership Provided
Has managerial authority over a group of professional employees and/or technical employees.

Qualifications
Minimum Qualifications – Education and Experience
- Bachelor’s degree in GIS, geography, computer science or engineering (equivalent professional experience may be considered for substitution for the required degree on an exception basis).
- 5 years professional experience in GIS.
Preferred Education & Experience
- Master’s degree in GIS, geography, computer science or engineering
- 5 or more years of directly related GIS professional work experience.
